In 2023, our city took new industrialization as the “engine” to promote the integration of the three major industries and proposed building a modern industrial system known as the “5,900” initiative. Among these ambitious plans, the development of a high-performance paper and fiber composite new materials industry cluster worth hundreds of billions of yuan stands out as a brilliant highlight.

As one of the key projects in our city aimed at building a trillion-yuan-level industrial cluster for high-performance paper and fiber-based new composite materials, the Guangxi Sanjiangkou New Area High-Performance Paper-Based New Materials Industrial Park—also a prime example of new-quality productivity—is playing a leading role in "linking chains to form a crown," guiding the realization of the vision for this trillion-yuan-level industrial cluster.

“Once the project is completed and reaches full production capacity, its annual output value is expected to reach approximately 23 billion yuan, and its annual tax revenue could amount to as much as 2.2 billion yuan. Currently, the first-phase production line with an annual capacity of 200,000 tons of chemical mechanical pulp has already begun trial production and is smoothly producing pulp. The first-phase production line for chemical pulp with an annual capacity of 40 tons is scheduled for commissioning and trial production.” Li Xinfu, Executive Deputy General Manager of Guangxi Xianhe New Materials Co., Ltd. and Deputy Commander of the High-Performance Paper-Based New Materials Project in the Sanjiangkou New Area of Guangxi, said with great confidence that the company will attract more than 10 related industrial projects to the Sanjiangkou New Area through a “business-to-business” investment promotion approach. At present, upstream and downstream companies—including those involved in CMC production, high-end decorative base paper processing, high-end board material processing, dissolving fibers, and calcium carbonate for papermaking—have preliminarily reached preliminary cooperation intentions with Xianhe Company.

The construction of the high-performance paper-based new materials industrial park in the Sanjiangkou New Area of Guangxi is now in full swing and has entered the final sprint phase, with intensive efforts underway to ensure timely completion. Meanwhile, Guangxi Zhihu Yunshang Industrial Co., Ltd., a leading enterprise in the development of the high-end paper products industry, is also demonstrating strong growth momentum through its rapidly running production operations.

Robots swing their arms, precisely picking up, positioning, and placing items... Stepping into the workshop of Guangxi Zhihu Yunshang Industrial Co., Ltd., we see eight crescent-shaped high-speed paper machine production lines and 26 post-processing facial tissue production lines running at full speed—giving us an immediate sense of the immersive experience of intelligent manufacturing.

The enterprise is located in the Henan Industrial Park. The total investment for the project amounts to 700 million yuan, with the primary focus on producing high-end household paper products. Currently, the company has established a production capacity of 200,000 tons of raw household paper per year. Since the start of construction, the company has cumulatively achieved an industrial output value of 2.7 billion yuan, sales revenue of 2.68 billion yuan, and tax payments totaling 35 million yuan.

“As of the end of April, the company’s output value has reached 400 million yuan. After the ‘618’ e-commerce sales peak, we expect our output value for the second quarter of this year to surpass 600 million yuan,” said Chen Jianguo, Executive General Manager of the company. He added that the support policies and care provided by the autonomous region and Laibin City have been a great help to the company, and the company’s profitability has been on a steady upward trend year after year. Moving forward, the company will closely align itself with Laibin City’s “Implementation Plan for Accelerating the Construction of Laibin’s Modern Industrial System—‘5,900’” and, based on its own actual conditions, continue to expand and refine its full-chain development model—“forestry-propeller-paper-finished products-logistics.” The company will also proactively attract more downstream processing enterprises from outside the region, continuously fostering the development of industrial clusters.
